History

The Phoenix Asian League was founded in 2004 by three City of Phoenix employees who worked together in the Human Resources Department: Tri Trinh, Jianhong Yang, and Genevieve Siri. At that time, they were not aware of any City employee resource groups dedicated to promoting and serving the professional development needs of Asian American, Native Hawaiian, and Pacific Islander employees. With the City Manager’s support, PAL became an official ERG with a board and charter. Other early efforts included:

  • Gathering support from executive leadership, including City Manager Frank Fairbanks, Deputy City Managers George Flores and Lisa Takata, and Human Resources Director Lera Riley.

  • Knowledge sharing with the Phoenix Hispanic Network and Employees for Christ.

  • Coordinating a process for Management and Employee Development Fund reimbursement.

  • Conducting outreach with all City of Phoenix employees and AANHPI employees.

Phoenix Asian League’s First Interim Board of Directors included:

  • Tri Trinh (Budget and Research Department), Chairperson

  • Genevieve Siri (Personnel Department), Vice Chairperson

  • Marian Yim (Mayor’s Office), Legal Advisor

  • Romeo Rabusa (Parks and Recreation Department), Secretary

  • Emma Liu (Human Services Department), Treasurer

  • Trang Blanco (Human Services Department), Communications Officer

  • Jianhong Yang (Personnel Department), Growth and Development Officer

  • Tammy Fields (Human Services Department), Membership and Alumni Officer
